The problem is not that the file IS NOW in libdb-dev in Debian but that IT WAS. At least I don't believe I ever compiled my own libdb. As you can see from the above once libdb-dev was updated from 4.6.21-8 to 4.7.25.2 the installation of libdb4.6-dev succeeded. I'm assuming libdb-dev was renamed to libdb4.6-dev when 4.7 was uploaded and then a "Replaces: libdb-dev (<< 4.7)" is needed.
