If only it was that simple :-) I am package maintainer of sugar-hulahop, so would have been quicker for me to add that dependency than file a bugreport if this was the case. I may have found the cause of the problem just now: during build dh_shlibdeps warns about being unable to locate libxul.so below /usr/lib/xulrunner-1.9.0.4 - and the library is in fact not there, but below /usr/lib/xulrunner-1.9. I will go hunt for some wrong hardcoded path somewhere in either sugar-hulahop itsef, xulrunner-dev or python-xpcom.
