The file is relative to the current working directory. Strangely the update README says that's the location of the script, /usr/lib/cgi-bin in the case of Debian. Maybe I missed a change elsewhere, but I don't see code to that effect.
Anyways, using an absolute path is fine. In my case I set:
$home_text = "${projectroot}/indextext.html";
