Hi,

I was trying to install bugzilla3 on my system, in order to test an
authentication module that I need to write. However, it utterly failed
the first few times I tried it:

- I want postgresql, not mysql. While the package's dependencies will be
  satisfied if you try that, the debconf or postinst parts of the
  package do not account for this possibility. This means that you have
  to install it, allow the postinst to fail, modify
  /etc/bugzilla3/dbconfig-params, and run dpkg --configure -a again
- The checksetup.pl script tries to create .htaccess files in
  directories that don't exist (at least /var/lib/bugzilla3/lib,
  possibly also in /var/lib/bugzilla3/data
- There is a strange failure mode in the config script; I could not
  entirely pin it down, but it appears as though if you deselect the
  'use dbconfig-common' option in the debconf dialog the very first
  time, then the config maintainer script will fail with an exit state
  of 42; but if you first allow it to be set, and then use the "back"
  button to go back and modify it, it does succeed.
- Finally, the default localconfig file assumes the apache group is
  called 'apache'. The default for that setting on a Debian system is
  'www-data', not apache.

These all combine to make installing bugzilla3 much harder than it
should be, and is in violation of the policy requirement that a package
should Just Work when installed.

Additionally, it would be nice if you were to provide a file
/etc/apache2/conf.d/bugzilla3 or something, with a 'standard'
configuration that will make the CGI run properly.
