Check out and compile the libopenmetaverse library, run TestClient, attempt to login to Second Life:
svn co http://openmetaverse.org/svn/omf/libopenmetaverse/trunk cd trunk ./runprebuild.sh nant nant cd bin mono TestClient.exe login <first name> <last name> <password> (I'm using my own program, but TestClient and I suspect any other program that tries to establish a connection under this environment will fail in the same way.)
