FWIW, I've observed exactly the same problem on a fresh Lenny installation, except for I couldn't fix the problem.
Additional information: If I make changes in the keyboard applet configuration, the applet starts to work and `xkbset q' starts to report XKB information. But after reboot it stops to work again.
