While I do not have the bind9 package installed, I cannot reproduce
this behavior with other packages, and indeed the missing epoch has been
fixed in dpkg 1.14.0, according to the Debian changelog:

Can you please retry, perhaps after upgrading dpkg to 1.14.22 or 1.14.23?
