I would prefer that dh-make-perl uses apt-file, or another specialized 
tool for the job (apt-xapian?).

If you want apt-file to work with your local repositories, make them 
contain Contents files. For example reprepro(1) has Contents 
configuration option for this purpose.

I am tagging this wontfix for now. If other pkg-perl members disagree, 
please override :)
