Wait, only since they use udev and udev pushed it. Or do you have
evidence of a relevant distro using /dev/tape/ prior or
independently of udev?

Do the links change when you change tapes? If not, then the links
do not point to tapes, but to drives, and /dev/"tape"/ is
a misnomer.
