odd, there is code to take care of mkdirs but it either doesn't fire
or too late. i'll track that down and fix it asap.

NEWS.Debian states that very visibly, just as the developers reference
suggests as best practice (6.3.4: 'This is the preferred means to let 
the user know about significant changes in a package.')

i beg to differ as it doesn't just bomb out but also tries to
convert the config as far as feasible for an automatic process.
