Agree in principle.
However, I've just looked at qmtest. It certainly does not require extclass
to build and does not *appear* to need it to run - the import statements are
trapped such that they don't cause a fatal error and my rudimentary usage of
the package did not cause any problems to surface when not having the
package installed. In addition, its own test suite (run at build time) does
not fail.
So, the question would now be whether to remove qmtest at the same time,
dispite this above.
