The "patched by Debian" status of a Debian package doesn't change anything to the RC qualification of a bug (what does matter is that the package is in main). However, according to me by reading http://www.debian.org/Bugs/Developer#severities this bug cannot be more than "important" since it doesn't cause data loss, and doesn't impact all users.
