Because it is nearly impossible for me to determine the upstream author
in an automatic way. I do this for single patches, but this time I
checked all German PO files!

I read the developer reference about this and followed the steps
(wroting to maintonly@, but I cannot provide a general solution
in the infrastructure such as a lintain patch).
