After a bit of random experimenting, I found out that clicking 'Apply' in 'Scene Options' fires up povray. Not in 'Render Options'. Also, there is a check button 'Auto-render' in the 'POV-Ray' tab in 'Scene Options' with which you can disable this behaviour. Was this what your bug was about?
