i would suggest the following minor/modest code changes:

 1. use ~/.config/apt-file as the default cache directory when
 "apt-file update" is run as non-root (continue to use
 /var/cache/apt/apt-file as root).

 2. use ~/.config/apt-cache as the default cache location, and fall
 back to /var/cache/apt/apt-file only when that is not found (or
 specifically told to do so with -l).
