there was some info about a possible workaround for Ubuntu, and I            
attempted this myself.  When I remove 'gnome-session' from the .vnc/xstartup
file and substitute the following 5 commands

  gnome-wm & 
  gnome-panel & 
  nautilus -no-default-window &
  gnome-cups-icon &
  gnome-volume-manager &

the desktop loads (for the most part) without icons or background bitmap
and I'm able to run applications (like gnome-terminal) and the keyboard
seems to work ok.  If I subsequently run 'gnome-session' then the
problem appears.  gnome-session is rather complex and it appears to be
looking for settings that tightvncserver isn't supplying.  I have also
seen frequent resizing of fonts etc. while typing if gnome-session is
running.
