If I invoke /sbin/wondershaper from a shell whose PATH doesn't include
/sbin, I get the following.

/sbin/wondershaper: line 87: tc: command not found
/sbin/wondershaper: line 92: tc: command not found
/sbin/wondershaper: line 98: tc: command not found
/sbin/wondershaper: line 103: tc: command not found
/sbin/wondershaper: line 107: tc: command not found
/sbin/wondershaper: line 108: tc: command not found
/sbin/wondershaper: line 109: tc: command not found
/sbin/wondershaper: line 113: tc: command not found
/sbin/wondershaper: line 118: tc: command not found
/sbin/wondershaper: line 124: tc: command not found
/sbin/wondershaper: line 131: tc: command not found
/sbin/wondershaper: line 165: tc: command not found
/sbin/wondershaper: line 176: tc: command not found
/sbin/wondershaper: line 181: tc: command not found

Not only should wondershaper set the PATH it needs or invoke tc with the
full path, it should use "set -e" so as to not continue, blithely ignoring
errors.
