Eplain is able to use some latex packages, such as graphicx, url etc. When the mechanism works correctly, miniltx.tex is require. However, this file is in the package texlive-plain-extra. So, could texlive-formats-extra recommend/suggest texlive-plain-extra so that the documented behavior works.
