To test, I, err, copied /usr/lib/libdvdread.so.4.1.3 to
/usr/lib/libdvdread.so.3.2.1 and ran oggrip again.  Still the same:

In fact, it may be worse than with 0.9.7-11 because with 4.1.3-1 track
01 doesn't show up in ogmrip at all, whereas with 0.9.7-11 it did.

Also, I noticed that the disc format is NTSC, and not PAL.  So
presumambly the disc is a region different to what my DVD is set to.
Maybe this is what causes the problem.
