/etc/init.d/watchdog restart fails, because it calls `$0 stop' which stops watchdog and starts wd_keepalive but then starts watchdog itself instead of calling `$0 start' which would stop wd_keepalive first. This results in: watchdog[...]: cannot open /dev/watchdog (errno = 16 = 'Device or resource busy') And wd_keepalive remains running.
