The man page for krb5_admin indicates that
/etc/krb5kdc/kadm5.keytab
will be:
 It creates the
       database and populates /etc/krb5kdc/kadm5.keytab  which  contains  keys
       necessary for kadmind to run.

However, no such file is created and the krb5_newrealm does actually work. The
man page needs to be updated.
