OK, lets try a different tack. Could you add Debug::Acquire::http "0" to /etc/apt/apt.conf and lets try to find out what is going wrong. What else do you have in apt.conf? I have tried debian-cd briefly and still can't reproduce. I think it is using reprepro as a backend.
