It's definitely a file in the package which I have built:

$ ls -l debian/mutt/usr/lib/mutt/source-muttrc.d
-rwxr-xr-x  1 md users 108 May 22 17:41 
debian/mutt/usr/lib/mutt/source-muttrc.d*
$ ar x ../mutt_1.5.9-2_i386.deb
$ tar tzvvf data.tar.gz|grep source-muttrc.d
-rwxr-xr-x root/root       108 2005-05-22 17:41:54 
./usr/lib/mutt/source-muttrc.d
$

And it's called source-muttrc.d because it sources the muttrc.d
directory, so yes it's really supposed to be a file.
