Yes, it is a documentation bug.
I will fix this. If you have a feature request to pre-allocate files,
please file a ticket in the proper bug tracker:

I believe the fragmentation you experience is mostly from the lack of
disk caching in libtorrent-0.13.1. This has been added in 0.14 (which
is soon to be released). If you still think that pre-allocating files
makes a big difference, some measurements that show that would be great.
