The Commodore brand and copyright is moving around between different companies. A few weeks ago it was sold back to Nedfield [1] (formerly known as Tulip, they bought Commodore in 1997 and sold it in 2004 [2]) and they are still trying to make money with the brand and copyright. This ongoing sellout is a shame :-( However, that's the reason why it is also not possible to add the ROM images to non-free. IMHO the only doable thing is to provide a script where the user can manually download the ROM images from different locations, where it's up to him to make sure that he has the necessary rights to do that.
