First of all, it is best to not set any quirks via the kernel command
line. If you need quirks, they are best added to HAL.

powersave -u will call HAL, which will call pm-suspend with the correct
quirk parameters.

So the results can indeed differ if you are calling pm-suspend directly
without quirks.

FWIW, what is the output of
lshal | grep quirk
