As you mention, using this command, one would have the same partition structure on the new disk as on the old disk. If one wanted that result, one could simply use "dd" to copy the entire disk. The reason why one would want to move data from one disk to another usually is that one wants to move it to a newer, larger disk. Using the same partition structure on the new disk as on the old disk would defeat the purpose.
