http://standards.freedesktop.org/basedir-spec/basedir-spec-0.6.html suggests that tracker should read a system wide configuration file /etc/xdg/tracker/tracker.cfg but it ignores that file and always creates a fresh file in $HOME/.config/tracker/tracker.cfg.
