The title says "They may change the time by the third Sunday in October" In the text it says that "some sources" say that "it's being studied to have that day as the day for the change, but no decision has yet been made". That was one month ago. Today, still no decision has yet been made [1]. The only official decision I could find is that Mendoza province has already stated that if a change were to be established, they wouldn't go with it [2], [3]. Mainly due to the official silence about this, it looks like no change is going to be made (too many people oppose to having UTC-2 when phisically living in UTC-4 or UTC-5), and there's even a proposal to go back to the previous UTC-4/UTC-3 scheme, instead of UTC-3/UTC-2 [4]. Our government is so ridiculous that it obviously could happen that they decide which day to do the switch two or three days before the actual date, and if they do, it's likely to be on some Sunday in October (it could be the second, the third, the fourth, at this point the only thing that we know for sure is that it was not today). However, until there is some official communication, I think that the correct action is to assume that no change is going to happen, and not base the information on tzdata on rumours.
