You are assuming that breakage was intentional, it was not :)
However, it took some time until someone noticed it. So all packages in
unstable and testing have a different ABI then they should have, but
they are consistent with the packaged Octave versions.

As Rafael told you, this is a lot of work for what will be done by
normal uploads in a few weeks, hopefully.
