I cannot repro this bug. If I have a makefile in the current directory, then \ll does indeed follow that file instead of running g:Tex_CompileRule_*. The patch below is unnecessary. You seem to have modified the part where &makeprg is set based on target. But in Tex_CompileLatex(), we check for the existence of makefile and if so, just set &makeprg = 'make $*'...
