I'm also experiencing this problem on my Vostro 1500. When the 
brightness is at minimum, the first press of fn-up brings the brightness 
up to one step away from the maximum, and a second press raises it to 
full brightness. Going from maximum to minimum follows a similar 
pattern. Running xev and pressing fn-up once gives the following output:

It looks like somehow multiple keypress events are being generated from 
one button press - which is likely what is causing brightness levels to 
be skipped. However, the xev output is the same whether or not 
kpowersave is running, so would that mean that this isn't a bug with 
kpowersave, which is simply allowing the bug to manifest itself by 
responding to these events?
