I think this used to be the case, but was changed relatively recently to
make it possible to binNMU clamav (this is when the release people
schedule a rebuild of just the architecture dependant parts to ease a
library transition, eg).  I'll have to look back through the changelogs
and so on to see if I can jog my memory.

Ultimately, it may be more important to make it correct than to assist
the release team, but it's something to bear in mind and not break
lightly.
