Thanks for your bug report.  I do remember having tested webcalendar with
PostgreSQL 7.x with database upgrade, so I take your word as true.
WebCalendar does not depend directly on PostgreSQL, but through php*-pgsql,
so it will be tricky to achieve this. BTW, there is something I do not
understand in your setup:

According to packages.d.o [1] [2], the versions above depend on libpq4 >= 
8.1.4.  How does it comes that you are using WebCalendar with PostgreSQL
7.4? Which version of php*-pgsql are you using?
