Please tell me more about your system setup. Are many files open (use
lsof command) by other applications? Are you using a proxy? Is some NAT
routing involved? Or some iptables rules that might run amok?

Why do you think so? "file descriptor" refers to the network socket.

The better question is: immediately after this error occured, how far
did the download proceed? Was the .head file created? Was any data
stored in the cached file?
Please check /var/lib/apt-cacher-ng/debrep/pool/main/x/xyz/*.deb
(replace x/xyz/... with correct package path).

Not yet, in your case it would make your error.log explode before
providing enough useful information.
