This bug also screws up the mouse buttons so that mouse clicks do not
work like they used to.

This seems to have something to do with the "Scroll lock" indicator
light. (There is also a "ScrLk" key, which seems to have no effect on
this light, or anything else that I can see, while running Debian....)

When I start having problems, what I do to restore function is press
Ctrl_Shift several (an indeterminate number) of times until the "Scroll
lock" indicator lights up. Then I press Ctrl-Shift once more to
un-light the "Scroll lock" indicator. Usually this is enough to get
things working again, sometimes I have to do it twice.
