As far as I can see, the maintainer scripts are able to create the sympa user and database from scratch when given the root password for the database. On the other hand it is possible not to create the database at all. It would be nice if it were possible to have them fill the database, if the sympa user and database already exist, and one does not want to give the root password for the database.
