Ok, I found an Ubuntu launchpad bug report that covers this exact problem. [1] The problem occurs when there is a pre-existing ~/.gtkrc-2.0 and ~/.gtkrc-mine file. Moving these files solves both the thumbnail and the CPU issues. It might be that I reference a gtk theme in my ~./gtkrc-2.0 or ~/.gtkrc-mine file that does not exist on these systems, but either way, those files are the culprit.
