You're right of course. There are actually quite a few files that shouldn't be in /etc. Just about everything except the RT_SiteConfig stuff should go in /usr/share instead. The rt-setup-database script may need some tweaking; it should be made possible to override the default path in case somebody really needs to use edited schema or upgrade files.
