Check /etc/alternatives/tcptraceroute, it should be link to /usr/bin/tcptraceroute.mt You need to use the tcptraceroute from the tcptraceroute(1.5beta7+debian-1) package, _not_ the one from the traceroute package. Only the first one uses libnet and thus shows the bug.
