Without portmap installed, the quotarpc script attempt to start up
anyway:

Starting quota service: rpc.rquotadrpc.rquotad: Warning: Cannot open export 
table /var/lib/nfs/etab: No such file or directory
Using '/' as a pseudofilesystem root.
Cannot register service: RPC: Unable to receive; errno = Connection refused
rpc.rquotad: unable to register (RQUOTAPROG, RQUOTAVERS, udp).

The script should check for at least the existence of /sbin/portmap
and only run if it is found. 

Even better, split the quotarpc into a separate package, and have it
depend on portmap (but this might not be possible for lenny).
