Hi Greg, you're probably right regarding the huge amount of wasted energy. However this bug cannot be fixed in Debian Lenny any more due to its freeze and this bug not being of release-critical severity.

Nevertheless, if you manage to make this an RC bug I will do my very best to get a fix into Lenny. Unfortunately the upstream code in in libchipcard 4.1.3 is broken, i.e. not hotpluggable. A fix for this issue has been published in libchipcard 4.2.0, so a fix for this bug will probably be uploaded to experimental soon.
