I hadn't cleared my browser cache after fixing the bug. The first patch is enough to make the package work.
The second patch is unnecessary. Only the superuser can make a file in /var/www/repos/ with a '%' sign in the filename; and this patch merely changes the way in which it fails to work afterwards.
