Patch 6.0.0r6-fq4.0 has been released by Juniper, and I've tested it on an SSG 5 in our lab. SSH now works as expected with OpenSSH 5.1. The TAC engineer indicated that this might be incorporated into the 6.0.0r8.0 mainline release. If you have a support contract with Juniper, just ask for this patch, and reference PR# 312992.
