I'm running a closed-subscription moderated list with two owners (ie two
people who add and remove people from the list).  One of the owners has
the habit of using setlist, and the problem is the other owner does not
receive any information about changes made in that way, even though the
list has mail-on-subscription-changes = yes .

(While it can be argued that setlist is a bad idea when there are more
than one owner, it's still in practice better than sending five or so
separate subscription messages which then require sending *ten* approval
messages.)
