When I specified explicitly name of upstream changelog,
dh_installchangelogs have installed two variants of debian/changelog -
compressed and uncompressed:

$ dpkg -c qorganizer_3.1.3-1_amd64.deb | grep -i changelog
-rw-r--r-- root/root     10308 2008-02-02 13:17 
./usr/share/doc/qorganizer/changelog
-rw-r--r-- root/root       167 2008-09-06 19:11 
./usr/share/doc/qorganizer/changelog.Debian
-rw-r--r-- root/root       169 2008-09-06 19:11 
./usr/share/doc/qorganizer/changelog.Debian.gz

Seems that upstream changelog left uncompressed also.

Command in debian/rules is:
"dh_installchangelogs CHANGELOG.txt"
