Can you please explain what actually broke during the upgrade?
/etc/init.d/postgresql-7.4 hardcodes an internal variable
"VERSION=7.4" which cannot be changed from the outside in any way, so
whether or not it's quoted is irrelevant.

The init script works perfectly on my 3 machines, did you modify it in
any way?

I can add the quotes, but it won't change your breakage, so I rather
ask for more details. :)
