Please consider removing "w3-el-e21" from the Depends field of the
"emacspeak" package. The "w3-el-e21" package by itself pulls in
emacs21, which negates (or cancels) the benefit of listing the
"emacs" metapackage as an alternative dependency to "emacs21"
(i.e. "emacs | emacs21"):

Depends: emacs | emacs21, emacsen-common, make, perl-5.6 | perl, tcl8.4,
tclx8.4, w3-el-e21

I suggest reducing the "w3-el-e21" package from "Depends" to a
"Suggests" or "Recommends" to reduce the number of packages necessary to
install "emacspeak".

However, if emacs21 is REALLY necessary to run emacspeak then it should
be stated in the Depends field by removing the "emacs" metapackage since
w3-el-e21 is only useful for emacs21.
