Daily builds of the debian-installer indeed uses udebs in unstable. As the netboot method retrieve udebs from a network mirror, we need to keep each d-i release fully functional while working on new features. The udebs currently in testing are targetted for "Lenny d-i beta2". Moving udebs from unstable to testing is part of the process to create a new release of the installer; and this is not a continuous process like the rest of Debian.
