Package: fwbuilder

The latest version of fwbuilder introduces a new binary package,
fwbuilder-dbg.  This package only has one dependency:

 Depends: fwbuilder

This dependency is insufficiently strong; the fwbuilder and fwbuilder-dbg
versions must exactly match in order for fwbuilder-dbg to be useful, so this
should be Depends: fwbuilder (= ${binary:Version}) instead.

This violates a 'should' of Policy 7.2.  I'm not sure why this isn't listed
as a 'must', but I've set the severity accordingly.

Why does fwbuilder even need a -dbg package in the first place?  How bad of
a firewall tool is this, that analyzing backtraces is a common case?
